The official HAARP facility is located in Gakuna, Alaska. The site consists of a collection of antennae, arranged in a computer-controlled grid, known as a "phased array." A phased array has the ability to focus radio signals in a precise direction, without the necessity of turning the antennae. . . . The new radar antennae, which rely on phased arrays, look more like the flat screen of a drive-in movie, speckled with small umbrella-like antennae in neat rows. The phased array in HAARP is not a radar, but it uses some of the same extremely high frequencies to focus a powerful radio beam to specific locations in the Earth's ionosphere. . . .
Eastlund's discovery involved beaming High Frequency (HF) and Extremely High Frequency (EHF) waves, of extremely high power (over a billion watts), directly at a point on the ionosphere. . . . the ionosphere became heated from the accumulating electrical energy. . . .
The heated portion of the ionosphere expands like heated plastic and is raised to a higher altitude, causing an atmospheric "bulge." Eastlund discovered that this bulge was highly reflective to radio waves, and, because of its altitude, it could bounce high frequency radio signals to points well beyond the horizon. Even efficient ELF and microwaves signals, which normally would pass through the ionosphere into space, could be deflected without much loss of strength. He called this heated "bulge" the "lens effect."

There has been much debate concerning Van Gogh's illness. His doctors diagnosed eliptoid psychosis, or latent epilepsy, characterized by seizures, violence, suicidal tendencies, paranoia, fits of temper, depression, and auditory hallucinations. Neuroscience for Kids - Pokemon on the Brain: http://faculty.washington.edu/chudler/pokemon.html March 11, 2000. Pokemon is the popular Japanese cartoon show that has swept across the world. Is watching Pokemon dangerous to your health? In 1997, one episode caused some serious problems for viewers in Japan and now scientists have an idea why.
Pokemon (episode #38) Packs a Punch On the evening of December 16, 1997, millions of people all over Japan gathered in their homes to watch Pokemon (episode #38). About 20 minutes into the program there was a scene of a rocket explosion that flashed red and blue lights at a rate of about 12 times per second. This explosion scene was mixed with about five seconds of flashing lights from the eyes of "Pikachu," a popular Pokemon character. Suddenly, viewers started to complain of blurred vision, headaches, dizziness and nausea. Some people even had seizures, convulsions and lost consciousness. A total of 685 children (310 boys, 375 girls) were taken to hospitals by ambulances. Although many children recovered during the ambulance trip, more than 150 of them were admitted to hospitals. Two people stayed in the hospital for over 2 weeks!
The Cause and Solution
Scientists believe that the flashing lights triggered "photosensitive seizures" in which visual stimuli such as flashing lights can cause altered consciousness. Although scientists know that approximately 1 in 4000 people (0.5 - 0.8% of children between 4-14 years old) are susceptible to these types of seizures, the number of people affected by this Pokemon episode was unprecedented.Soon after this unfortunate incident, Japanese television broadcasters and medical officials got together to find ways to make sure this never happened again. They established the following guidelines for future animated programs:
1. Flashing images, especially those with red, should not flicker faster than three times per second. If the image does not have red, it still should not flicker faster than five times per second.
2. Flashing images should be displayed for a total duration of less than two seconds.
3. Stripes, whorls and concentric circles should not take up a large part of a TV screen.
New Experiments from Italy
Italian scientists have detailed an abnormal brain response to flashing lights in people who suffer from photosensitive seizures. For both normal volunteers (average age, 15.2 years) and photosensitive volunteers (average age, 18 years), they examined the brain's electrical response to changing light patterns. The researchers found that in normal volunteers, as the flickering lights increased in contrast, the response of the brain increased. At high contrast levels, the brain's response leveled out. The brain response in photosensitive people also increased with higher contrasts, but it did not level out at the highest contrast levels (see figure on the right; data adapted from Porciatti et al., 2000). This was especially apparent when the lights flashed at rates between 4 and 10 times per second. The scientists believe that in the brains of photosensitive people, there is a defective or absent mechanism that controls the reaction to visual information. This may have caused the seizures . . .

Reflex epilepsy of the visual system is charecterised by seizures precipitated by visual stimuli. EEG responses to intermittent photic stimulation depend on the age and sex of the subject and on how stimulation is performed: abnormalities are commonest in children and adolescents, especially girls. Only generalised paroxysmal epileptiform discharges are clearly linked to epilepsy. Abnormal responses may occur in asymptomatic subjects, especially children. Photosensitivity has an important genetic component. Some patients are sensitive to patterns, suggesting an occipital trigger for these events. Myoclonus and generalised convulsive and nonconvulsive seizures may be triggered by visual stimuli. Partial seizures occur less often and can be confused with migraine. Although usually idiopathic, photosensitive epilepsy may occur in degenerative diseases and some patients with photosensitive partial seizures have brain lesions. Sunlight and video screens, including television, video games, and computer displays, are the commonest environmental triggers of photosensitive seizures. Outbreaks of triggered seizures have occurred when certain flashing or patterned images have been broadcast. There are regulations to prevent this in some countries only. Pure photosensitive epilepsy has a good prognosis. There is a role for treatment with and without antiepileptic drugs, but photosensitivity usually does not disappear spontaneously, and then typically in the third decade.

PERSONAL STATEMENT
Since 1985, I have been involved with the interaction of non-ionising, radiation specifically microwaves with living organisms, actively developing the novel ideas of H Fröhlich, FRS, who, 30 years ago, first predicted that adequately metabolising living systems themselves support a coherent microwave activity. During the last 18 months, I have been applying my findings to the question of potential health hazards posed by mobile telephones and their associated base stations.
I am recognised as an international expert in this field . . .
Thereby excluded, however, are possible adverse health effects provoked by the ability of living organisms and only living ones to respond in an non-thermal way to aspects of this radiation other than its intensity specifically its frequency both the microwave carrier and the lower frequency amplitude modulations that characterise the digital signals employed by the GSM system. . . .
2. Existing guidelines regulate only the intensity of the radiation in an attempt to protect the human body from adverse health effects which are known to be linked to intensity namely, (a) the absorption of energy by biological tissue which, in the case of microwave irradiation, causes heating, or (b) the induction in the body of circulating electric currents, in the case of exposure to extremely low frequency (ELF) magnetic fields. Both these effects have been well understood for almost a hundred years, and always occur irrespective of whether their radiated system is a living organism or a piece of inanimate matter. Existing safety limits are set [1] by restricting the intensity to ensure that the temperature rise, or induced electric currents are kept well below the thresholds of the onset of established bio-negative effects.
Although the existing safety guidelines are clearly necessary, they are quite inadequate. For they completely fail to consider the possibility of adverse health effects linked to the fact that living organisms and only living ones have the ability [2] to respond to aspects of technologically produced radiation other than its intensity, and, accordingly, can respond at intensities well below the limits imposed by the safety guidelines. A well-known example of this is the ability of a stroboscope even at quite low intensities to induce epileptic seizures.
3. The crucial discriminating feature of technologically produced radiation (whatever its intensity) which is necessary if it is to carry information is its coherence, the degree of which is significantly higher than that characterising radiation of natural origin, such as sunlight, to which Mankind has evolved a certain immunity. This immunity does not, however, extend to the much more coherent radiation of technological origin, to which we have only relatively recently been exposed. . . .
6. Somewhat less well known is the fact that the microwave signals used in the digital GSM system of mobile telephony similarly "flash" 217 times per second, and that this flashing is punctuated at the much slower rate of 8.34 per second a frequency that happens to lie in the range of the important alpha brainwaves! Given that both light and microwaves belong to the same electromagnetic spectrum, differing only in their frequency and degree of coherence, there is no reason to suppose that the deleterious effect of a flashing visible light does not extend to microwave radiation flashing at an equally low frequency since this can easily penetrate the skull. (The effect of this punctuated flashing can easily be detected as a crackling sound when a turned-on mobile phone handset is held near a switched-on radio receiver). That it is surely unreasonable to suppose that our brains should somehow be immune to this electromagnetic aggression is pointedly emphasised by the prohibition on the use of mobile phones in aircraft, on the grounds that their signals might interfere with the plane's control systems. Given the infinitely greater electromagnetic sensitivity of the alive human organism, it would be paradoxical if the same radiation did not similarly interfere with our own neural processes whether we are in the (far) field of a base station mast, or the (near) field of a phone antenna. . . .
This is a very interesting paper, as it raises the question of the effect of frequency of the radiation, rather than the usual concern with intensity and thermal effects.

JAPAN - Teenagers in Japan have been living in fear, not allowed to play their favorite video games as they started having epileptic seizures in massive numbers starting about 18 months ago. Doctors at first had no clue as to the onset of these seizures. "None of these kids had history of seizures and there is no evidence of epilepsy running in their family, said one Tokyo doctor. The only tie authorities found in these cases were the playing of video games.
After weeks of intensive video game playing by Investigators, and a few of them dropping with seizures, there has been a break in the case. Allowing a game to run and taking a series of stills, the investigating found a strange anomaly . . . that wasn't part of the original game program and was naked to the eye in regular play. This eventually led authorities to Samuel Beckers. . . .
What Samuel Beckers managed to do is, after a game was beta tested and ready for release, he would slip in a line of code that didn't affect the play of the game, but instead inserted a subliminal image that caused massive confusion in the electrical impulses in the brain, rendering the viewer to eventually lose control.
Below is a rendition of the image that flickered through the video game randomly and subliminally. While this is just a rendition and isn't installed subliminally into a program, we must still warn you that loss of bodily control, vomiting, and excessive gas may ensue if the image is viewed for too long. . . .
Doctors warn that if you feel even slightly shaky, go see a neurologist immediately and call your local branch of the FBI and let them know your programs may be infected by, what they are calling, the Ugly Disco virus.
The description of what is happening here is not very good. it seems to me to be linked more directly to the frequency of the flashed subliminal image, and to latent epilepsy on the part of the viewer, rather than to its content.

Epilepsy Action Photosensitive Epilepsy: http://www.epilepsy.org.uk/info/photofrm.html This excellent sub-site used to be entitled 'British Epilepsy Association Information Photosensitive Epilepsy'; however, on 1 May 02, 'Epilepsy Action' was introduced as the working name for 'British Epilepsy Association'.
Photosensitive epilepsy is the name given to that form of epilepsy in which seizures are provoked by flickering light encountered in everyday life. Both natural and artificial light sources may precipitate seizures, but the commonest precipitant appears to be television.
It is often assumed that everybody with epilepsy is photosensitive, but only 3 - 5% of people with epilepsy are. This sensitivity occurs at a rate of approximately 1:4000 of a young (20 or under) population. The onset of photosensitive epilepsy occurs below the age of 20 years and the condition appears to be most common between the ages of 9 and 15. Females are more affected by photosensitivity than males. There is evidence, too, of a genetic factor in this condition.
Various types of seizure may be induced by flickering light, but a tonic-clonic (grand mal) seizure is certainly the most frequent type induced by television, perhaps preceded by myoclonic jerking (brief jerking of the limbs).
The arrival of television
The first report of epileptic seizure being provoked by watching television was made in the early 1950s. Seizures documented at this stage were said to have been provoked by television sets which were defective and therefore flickered, or in which the vertical hold was faulty, causing the picture to roll. Further clinical investigation, however, has indicated that seizures may also be provoked by a normally functioning television, particularly when the subject is viewing near the set.
. . . The nearer the subject is to the set, the more the picture is filling the whole field of vision and so the more likely is an abnormal response in the brain and, therefore, a seizure. In addition, subjects sitting close to the set can see the 25Hz flicker of the lines as well as the 50Hz mains flicker on the screen as a whole. . . .
. . . Associated factors include the angle from which the set is being viewed, sensitivity to geometric patterns and the effect of tiredness and alcohol.
Precautions and other causes
Simple measures may be taken to avoid having a seizure whilst watching television. The set should always be viewed in a well lit room, from a distance of 2.5 metres or more, with a small illuminated table lamp placed on top of the set.
The person should avoid approaching the television, adjusting it and switching channels. Covering one eye with the palm of the hand so as to cut down the number of brain cells that are stimulated by the flicker should be practised if the person has to go near the television set. Television sets with remote control enable people to adjust their set from a distance and are therefore useful. 100Hz television sets will almost entirely solve the problem, or alternatively, sets with small screens . . .
Factors precipitating seizures in photosensitive epilepsy apart from television flicker include sunlight reflected off wet surfaces or through leaves of trees, or seen when the person is moving rapidly past trees or railings illuminated by sunlight shining from the side. Flashing lights such as those used in discotheques and the flickering of fluorescent lighting . . .
. . . people with photosensitive epilepsy are unlikely to be troubled by a flicker rate of under five per second, but using photochromic (light reponsive) glasses with one lens totally darkened will render 95% of sensitive people safe. Whilst wearing such glasses in darkness, the untreated photochromic lens will be clear, enabling you to see - as far an anyone can in the average disco. Should any flashing light come on without warning and protective glasses are not being worn, immediately cover one eye with the palm of the hand.
The wearing of polarised sunglasses out of doors on sunny days is of assistance in removing flickering reflections . . .
Visual display units (VDUs)
Contrary to public belief, . . . VDUs rarely presents any risk to the person with epilepsy. The risk of a seizure occuring depends on the material being displayed. Most current computer displays have scan frequencies of 60 per second and above. These are unlikely to provoke seizures. Computer displays with liquid crystal screens are flicker free. However, there are still some computer games where a conventional television monitor is used and these have the same drawbacks as television.
In general, the higher the frequency of the display screen the better it is for a person with photosensitive epilepsy. . . . reading from the screen for a lng time can make eyes feel tired and this could provoke a seizure . . .
Photosensitivity seizures are a bigger concern in the United Kingdom than they are in the U.S., because UK electrical current cycles at a slower rate than ours. This is an excellent site with much information about seizure prevention from the biggest member-led epilepsy association in Britain.

Around one person in every 130 is diagnosed as having epilepsy whereas only one in about every 10,000 has photosensitive epilepsy. Among people with epilepsy, only an estimated 3 - 5% have seizures triggered by light or patterns. Photosensitive epilepsy most commonly affects children. The age of onset is usually between 9 and 15 years. It is rare to have a first seizure due to photosensitivity before the age of 5 or after the early 20's. It is genetically determined.
Girls are affected more often than boys. Some photosensitive people have seizures only when they are exposed to a flashing or flickering light source or to certain patterns; others may have spontaneous seizures as well as seizures due to photosensitivity. The type of seizure e.g. tonic clonic, absence, myoclonic will vary from person to person. . . .
Treatment: Antiepileptic medication may be prescribed to reduce the risk of seizures. In some cases of photosensitive epilepsy, medication may not be necessary . . .
Computer Visual Display Units (VDUs):
There is no evidence to suggest that VDUs can actually cause epilepsy. Epileptic seizures may be provoked in a very small number of people who already have a sensitivity to the flicker- effect of the screen. Computer work should rarely be a restricted occupation for people with epilepsy, though sustained and intense concentration may be stressful and may trigger a seizure.
Some screen background colours are preferable to others and it is possible to get a screen filter to minimise flicker. These can be bought from most Personal Computer (PC) Stores. . . .

HISTORY - THE SCANDAL IN THE USA IN THE SEVENTIES AND THE ELECTRICAL BRAIN STIMULATION
When in 1951 American secret services started work on the project Artichoke they have set their goals as follows: Evolution and development of any method by which we can get information from a person against his will and without his knowledge... Can we get control of an individual to the point where he will do our bidding against his will and even against such fundamental laws of nature such as self preservation?
This publication in the New York Times (1) was a result of the scandal caused by the abuse of the patients of the Canadian mental hospital Allan Memorial Institute. . . . MKULTRA project . . .
In 1969 Dr. Jose Delgado, a Yale psychologist, published a book Physical Control of the mind, Toward a Psychocivilized Society (5). In this book he presented the results of the 30 years long research. The scientists had succeeded in mapping out the relations between different points in the brain and all kinds of activities, functions and sensations . . .
Gordon Thomas describes in his book on the CIA mind control research (3) a Schwitzgebel machine which allegedly the CIA produced in 1972. Using the latest computer technology (dr. Aldrich) developed Rubensteins earlier work on radio telemetry and the unfulfilled dream... of a world of electrically monitored people became that much more of a reality... The Schwitzgebel machine consisted of a Behavior Transmitter-Reinforcer fitted to a body belt that received from and transmitted signals to a radio module. The Schwitzgebel machine was able to record all physical and neurological signs in a subject from up to a quarter of a mile (7).
That sounds incredible, but may be it will help if we start with an explanation how the mind stimulators, which are available on the market, work.
MIND STIMULATORS CAN CHANGE THE STATE OF OUR MIND
. . . there is more than 40 types of mind stimulating machines on the market. Historically the first method to influence the performance of human mind was called biofeedback. A man could see on the screen the course of his electroencephalographic recordings and tried to make prevail certain waves. On the electroencephalograph the brain waves are divided into alpha, beta, theta and delta waves. The beta waves oscillate 14 - 40 times per second. This means their frequency is 14 - 40 Herz. They prevail in the brain activity when a man is concetrated on some task. The alpha waves frequency is 8 -13 Hz and they prevail with the eyes closed when a man is inactive. Theta waves oscillate at a frequency of 4 to 8 times per second and they dominate on electroencephalograph only shortly before a man falls asleep. But during the childhood the brain activity is dominated by those waves. The delta waves frequency is from 0 to 4 Hz and prevail while a man is asleep. When a man, trying to master his brain waves, succeeds in transfer to theta rythm while being awake, often it happens to him that he is invaded by vivid memories from his childhood, which refers to the stage of life when theta waves are dominant in the brain activity. If he succeeds in getting into the alpha rythm he can remember much better what he is learning. The dominance of alpha waves recedes between 16 and 18 years of age.
Already in the 30s it was found out that the brain waves synchronize their activity to the pulsed light. If a stroboscope, blinking at the frequency of 10 times per second, is aimed at the human eyes the EEG recordings will show the same prevalent frequency in the brain activity. This is also documented by the recent mass ocurrence of epileptic seizures in Japan to the people watching on TV an animated cartoon where suddenly certain frequency of light signals appeared. In scientific language this kind of stimulation is called photic driving and it is well known that an epileptic seizure can be produced by certain frequency of orange light. By pulsed light signals it is also feasible to tune the brain into alpha waves in order to remember well what is one learning or into theta waves in order to get into a state of deep relaxation. The same effect on the human brain can produce rythmic sound. It is well known how the aborigines get into trance while dancing to drums. The modern science found other ways how to influence human brain by sound frequencies. For example if you deliver to one ear a sound in the frequency of 200 Hz and into the other one the sound in the frequency of 210 Hz , the electric frequency of 10 Hz will dominate in the brain, since large portions of neurons in the brain will synchronize the frequency of their activity to this external impulse. This phenomenon is called entrainment. In other words by means of external stimulation it is possible to change our brain activity and our frame of mind. How does this change happen? All the brain activity is a system of electric and chemical reactions. The neuroscientist Norman Shealy measured the chemical changes in the brain at the frequency of 7,8 Hz which is the fequency at which the ionosphere oscillates. Norman Shealy found out that if the brain is tuned (by light or sound stimulation) to this frequency the production of growth hormones increases by 25 % as well as the production of gonadoliberin (which influences sexual organs and hormones) and oxytocin (which produces the feelings of love). The production of betaendorphin (which causes feeling of euphory) increased substantially as well. This goes to prove that diferent brain frequencies cause the production of different chemicals in the brain and body which influence our mood and motivation.
Apart from light and sound stimulators cranial electric brain stimulators are on the market. They act directly upon the electric frequencies in the brain. Michael Hutchinson, in the book Megabrain Power (8), predicts that soon there will be on the market the systems with biofeedback which will make possible to watch oneůs dominant brain frequencies on the screen. Those systems will store in their memories thousands of programs enabling the user to get in whatever state of mind and pass all kinds of experiences in the same way as when you are swithcing the channels on TV. Michael Hutchinso writes that the technology for such systems is already in existence. It is quite a serious question whether he is not talking here about the military technology.
In 1986 the United States Attorney General held a conference on the Less than Lethal Weapons. In the report on this conference among others is stated: Participants also discussed the use of various wave lengths and forms of administration of electromagnetic energy as a non-lethal weapon. A substantial amount of preliminary research has been conducted in this area... One conference participant noted that scientific knowledge of human physiology is progressing to the point where it may soon be possible to target specific physiologic systems with specific frequencies of electromagnetic radiation to produce much more subtle and fine-tuned effects than those produced by photic driving (9).

AMERICAN MILITARY DOCUMENTS ON THE DEVELOPMENT OF RADIOFREQUENCY WEAPONS - THE NERVOUS SYSTEM CAN BE COMPARED TO A RADIO RECEIVER . . .
In the 1986 the American Air Force issued a book Low Intensity Conflict and Modern Technology . . . The chapter on the Electromagnetic Spectrum in Low Intensity Conflict wrote Capt. Paul Tyler. At the beginning he quotes Final Report on Biotechnology Research Requirements for Aeronautical Systems Through the Year 2000 issued by American Air Force in 1982: Currently available data allow the projection that specially generated radiofrequency radiation (RFR) fields may pose a powerful and revolutionary antipersonnel military threats... the increasing understanding of the brain as an electrically mediated organ suggested the serious probability that impressed electromagnetic fields can be disruptive to purposeful behavior and may be capable of directing and or interrogating such behavior. Further, the passage of approximately 100 miliamperes through the myocardium can lead to cardiac standstill and death... A rapidly scanning RFR system could provide an effective stun or kill capability over a large area. System effectiveness will be a function of wave form, field intensity, pulse width, repetition frequency, and carrier frequency. . . .
THE SECRET ARMS RACE AND THE HUSHED UP SCANDAL IN THE USSR
Robert Becker, in the book Body Electric was probably the first American to publish the presence of the Soviet, so called psychoactive, signal in the USA. According to him the signal appeared on the bicentennial celebration of July 4, 1976. Robert Becker writes that the signal varies up and down through the frequencies between 3.26 and 17.54 MHz and is pulse-modulated at a rate of several times a second. Its source was located at a giant transmitter near Kiev in the USSR. As to the effects of the radiation, Robert Becker is not quite sure, but he writes: The available evidence... suggests that the Russian woodpecker is a multipurpose radiation that combines a submarine link with an experimental attack on the American people (20). Officially the Soviet radiation was never decoded as well as the radiation broadcasted at the American Embassy in Moscow, . . .
Another article on this subject wrote John B. Alexander, who later became the director of Los Alamos National Laboratory, in 1980 for the monthly Military Review. He writes: ... there are weapon systems that operate on the power of the mind and whose lethal capacity has already been demonstrated... the ability to heal or cause disease can be transmitted over distance thus inducing illness or death for no apparent cause... The application of large-scale ELF (extra low frequency) behavior modification could have horrendous impact... mind-to-mind thought induction techniques are also being considered... . . .
In April 1993 the Russia declassified the electromagnetic weapon capable to destroy any object in the atmosphere no matter whether it is a missile... an airplane or any other artificial or real heavenly object of the type of meteorite (48). It means that so far only the first part of the CNN broadcasting, on directed energy weapons, was declassified in Russia.
According to another report made available by the U.S. Defense Intelligence Agency to the magazine The Enquirer: Russia is deeply involved in researching ways to use microwaves to induce disease, control minds and even kill... The article states that Microwaves have been used to produce heart attacks in frogs (but according to Robert Becker (20) the same experiments carried out Allan H. Frey), and in people headaches, fatigue, perspiring, dizziness, menstrual disorders, irritability, tension, drowsiness, sleeplessness, depression, forgetfulness, and lack of concentration (49) - recall Ross Adey. . . .
IGOR SMIRNOVS DEVICE AND THE THOUGHT CONTROL
In the years 1993 and 1994 American weeklies Defense Electronics (56), Newsweek (57) and Village Voice (58) published the information that Igor Smirnov from Moscow Academy of Medicine demonstrated for the U.S. secret services and FBI experts a device which was capable to subliminally implant thoughts in peoples minds and in this way control their actions. According to those news the FBI considered the use of this device against David Koresh during the siege in Waco. . . .
In October 1994 appeared, again in Moscow News (62), an article on American Non-lethal weapons where we can find the following lines: The FBI, in 1994, studied the possibility of the use of nonlethal technologyy against David Koresh. FBI then informed Russians about technology that enables them to transmit to Koresh subconscious signals. In this way the FBI wanted to assume the role of the voice of God. The author of the article gives as his source of information the American and French press. It is possible that at Waco two diferent technologies were considered: one American and the other Russian (according to the Judy Wall article in Nexus magazine - October/November 1998, "Military use of Mind Control Weapons", the BBC program on events in Waco contained video footage of three EM weapons) . But as well it is possible that those lines served as a warning for Americans that the Russians, too, may disclose the American National Security Information. . . .
In the same issue of the Moscow News where the interview with Igor Smirnov . . . get acquiented with biophysical reinforcer (metatron) Miranda designed with the use of the newest fundamental discoveries in the area of psychotronics. . . . produced in the American licence on basis of the agreement signed by KGB and CIA on September 24, 1990 and providing for joint research in the area of psychotronics. The Miranda device emits on the patient sound electromagnetic impulses and in case that his body does not resonate with them it starts with the diagnosis of his ailment. . . .
THE AMERICAN SYSTEM HAARP COULD BE USED FOR THE IMPLEMENTATION OF GLOBAL MIND CONTROL
In 1992 the Independent Moscow Institute for Foreign Affairs published in the weekly Stolitsa the communication by Victor Sedletski that already in 1982 in the USSR began the development of the new radar system which could be used to create psychotronic field for mind control.
At the end of 1994 the first tests of the most powerful radar system in the world were carried out in Alaska. This year its power should reach 10 billion watts. Among the main features of the system belongs its ability to heat the ionosphere and in this way change its altitude. By this kind of manipulation of the ionosphere it is possible to bounce the electromagnetic waves back from the ionosphere to whichever region on the planet. According to the official information by the U.S. government the system HAARP is designed for scientific research. Anyway there are too many facts suggesting that the major reason for its construction are military purposes. The building of the system started the E-Systems corporation which in 1992 made 2,1 billion dollars in sales out of which 1,8 billion were for classified projects. The whole project is financed by the American Navy and Air Force. The main patent of Bernard J. Eastlund . . . proposes the use of the system among others for destruction of navigation systems of airplanes and missiles . . . interference with all communication systems . . . global weather control and creation or repair of the ozone holes. . . . induction of detonations in the extent of nuclear explosions . . . In 1995 the U.S. government stopped financing of the project until the army will develop the application of the system for the earth penetrating tomography. In this application the system HAARP should be able to find, using extra low frequency electromagnetic radiation, deposits of minerals underneath the Earth surface, but as well the underground shelters, factories, tunnels and other facilities. At the end of 1995 the authors of the book Angels dont Play This HAARP visited the director of the HAARP program, Hecksher. He told them that in this application the HAARP system will use frequencies between 12 and 20 Hz or perhaps 1 Hz. Those are frequencies which affect human nervous system. .. . . their effects on human nervous system are not alltogether predictable. .. . . it is no problem to emit pulsed microwaves with the intention to influence the human psyche. The inventor of neurophone, Patrick Flanagan, in the foreword to the book Angels Dont Play This HAARP wrote: As a result of... personal research experiences I am acutely aware of the potential misuse of HAARP technology for the implementation of global electronic mind control (22). The European Parliament in its resolution of January 28, 1999 is apparently addressing also this capability of the HAARP system. .. . .
ARE THE RADIOFREQUENCY WEAPONS ACTUALLY USED ?
.. . . as long as the existence of those weapons remains subjected to the National Security Information laws there will be no confirmed reports of their use. .. . . strange symptoms from which the women at Greenham Common Base suffered s .. . . aying that this equipment was used by the special forces of the Soviet Army in Afghanistan to prepare them for the operations requiring atrocities against civilian population.
According to the Nexus magazine .. . . 1998, Judy Wall: "Military Use of Mind Control Weapons") British ITV News Bureau Ltd., in the March 23 1991 newsbrief entitled "High-Tech Psychological Warfare Arrives in the Middle East" describes the use of silent sound technology .. . . in the Gulf War where the imperceptible sound messages were broadcast by the U.S. special units to Iraqui soldiers over their communication lines, making them surrender.
An independent researcher and freelance writer from England, David G. Guyatt, quotes, in the synopsis prepared for the ICRC symposium The Medical Profession and the Effects of Weapons a medical engineer from the U.S. Department of Defense as saying in 1989 on CNN program on electromagnetic weapons that microwaves and other modalities had regularly been used against Palestinians. In 1986 two Palestinian terrorists were tried in West Berlin, Germany. On the first day of the proceedings both defendants revoked confessions they made during the pre-trial hearings. One of them said that he somewhat recalls having made some confession, but he does not remember its contents, because at this time he was not quite himself. The other declared that into their cells voices were beamed that paralyzed their brains. When the judge objected that in response to his written complaint his cell was searched with no voices being found there, the defendant replied that those voices were beamed into his head by means of some waves by western secret services (66).
During the conference on Nonlinear Electrodynamics in Biological Systems E. Del Giudicce from the Department of Physics at the university in Milano, Italy, spoke about the possibility to create blood clots by coherent propagation of electric waves in the supporting medium when the fibrinogen is present in the blood (recall the interactions of electromagnetism and chemicals). Several American newspapers (68) published the news that the son of Saddam Hussein, in his newspaper Babel, printed the news that American secret services attempted to kill his father, trying to form a blood clot in his heart or brain by means of psychotronics and biocommunication.
According to the former director of the Freedom of Thought Foundation .. . . Cheryl Welsh, in the USA over 500 people complaining about being subjected to mind control experiments are documented. Also in Russia the Association of Victims of Mind Control Experiments was formed. .. . . They controlled my laughter, my thoughts and caused pain in different parts of my body.
On Internet on the Mind Control Forum anads More Than Conquerors pages every month new people from mostly English speaking, Echelon, countries assert that they have fallen victims to experiments with mind control weapons. The most common symptoms are: hearing of voices inside their heads, sudden changes of mental states and disturbed sleep. .. . . impression that they were written by a mentally ill person. .. . .
.. . . lecture of Friedman Kaiser, from the Department of Theoretical Physics in Stuttgart, Germany. At the conference on Nonlinear Electrodynamics in Biological Systems (70), in his lecture he described how does the entrainment of biological system (including the brain) to the external stimulation develop: Regular external perturbations interact with the internal oscillations, the system can be synchronized to the external drives (entrainment). A sharp frequency response results, exhibiting... rather irregular behavior near the entrainment region. On the route from the free to the forced oscillations one finds near the region of entrainment a nonlinear superposition of free and forced oscillations... the occurrence of strongly periodic states with submultiples of the external frequency enables the system to couple to other frequencies or to decouple partially from the driving field. In simple words a man or woman who will fall victim to complex manipulation of the type of strategic personality simulation which we will talk about in the next chapter, will live in the condition comparable to military occupation of a state. If this radiation hits the whole population, it should be the similar situation. From what we know it is not difiicult to make them unable to concentrate or to disturb them by implanting "thoughts" into their minds. Paul Tyler, in his paper on Electromagnetic Spectrum in Low Intensity Conflict, writes that electromagnetic systems are silent and countermeasures to them may be difficult to develop.
REVOLUTION IN MILITARY AFFAIRS MAY RESULT IN THE DECLINE OF DEMOCRACY
John B. Alexander, in his article in the Military Review from 1980, writes: whoever makes the first major breakthrough in this field will have a quantum lead over his opponent, an advantage similar to sole possession of nuclear weapons (45). Samuel Koslov, a leading personality of the project Pandora of the American Navy and researcher at the John Hopkins University where the secret conference took place, in the closing speech at the conference on Nonlinear Electrodynamics in Biological Systems in 1983 said that the conference had proven that the external electric fields can become a key to the cellular control console. The implications, social, economic, and even military are enormous. . . .
In the conclusion of the book on the Revolution in Military Affairs . . . ... conflict short of war, ... is most often won or lost through the manipulation of images, beliefs, attitudes and perceptions. These things... are the key military targets in conflict short of war. This makes psychological technology much more important than strike technology. Ways must be found to use the emerging technology including advanced artificial intelligence and information dissemination systems, to help military strategists develop, implement, and continually improve methods of influencing opinion, mobilizing public support, and sometimes demobilizing it. . . .
. . . In their futuristic scenario they expect that this psychotechnology will gradually appear on the domestic black market and, increasingly, in American schools and workplaces, they do not mention the fact that this technology can be used for murders that could not ever be proved in the court (people would be dying from heart attacks, blood clots etc.). . . .
. . . Igor Smirnov, in his interview for the Newsweek as well as in the interview for the Moskovskie Novosti (here not quite openly) admitted that the Russian Mafia is interested to get his technology. That even the Russian government does not take this for a joke proves the fact that there exists in Russia the law imposing state controls on all equipment in private hands which can be used as psychotronic weaponry (69). This formulation certainly does not prohibit to Russian government the use of such weaponry. . . .

IN THIS WAY THE SECRECY SURROUNDING THOSE WEAPONS CAN BE BROKEN. SEVERAL EUROPEAN JOURNALISTS HAVE ALREADY PROMISED TO ENGAGE IN THIS EFFORT.
